During 2007 the primary object of the personnel policy was ensuring the high professionalism of management process and providing all the branches of labour activity with skilled, active and conscientious workers. With the assistance of the personnel services of the economic societies shares of which had been transferred to the charter capital of NJSC “Energy Company of Ukraine” (further – economic societies), measures concerning the organization of work on improving the qualification of the managerial personnel of the economic societies as well as of the employees of the NJSC “Energy Company of Ukraine” (further – Company) have been taken. During 2007 7034 people or 5.1 % of an accountable quantity of regular employees which amounted to 140 thousand people at the end of financial year, including 4705 employees – directly at the place of service and 2236 - at different types of educational institutions have been taught to new professions (basic training, retraining). 36979 people or 27%, including 23909 employees - directly at the place of service and 12497 people - at different types of educational institutions improved their qualifications. Moreover, 102 people have been educated abroad. The number of employees of the economic societies who have higher education amounts to 34480 or 25.1%. Under conditions of market relations 1197 people or 8.7% improved their qualifications according to different educational forms by category “managers” and “professionals” of economic societies, considering the necessity of permanent renewal of the knowledge acquired before. During the accounting period 28 employees of the Company improved their skills, including 20 people who improved their qualifications in the issues of public purchases. This should have the positive influence on personnel selection of the energy sphere top management and improve the total level of its administrative management. System work has been conducted on the issues of engaging the youth to work in this sphere.
By 1 January 2008 there have been working in economic societies 43462 young employees under the age of 35; 617 people of them had been trained under the government order.
There are 8026 young employees studying in higher education establishments of I-IV accreditation degrees without disengagement from service, 1023 people of the total number of studying youth are being educated at the cost of economic societies. 1962 young employees came to the service from Higher Education Establishments of I-IV accreditation degrees during the accounting period, 139 of them had been trained under the government order and 692 young employees – came from vocational schools. About 7 thousand employees quit, 110 of them were young specialists. The main reasons of the young employees’ retirement still remain dissatisfaction with low wages and the absence of dwelling. Special attention has been paid to the formation of the efficient personnel reserve, its qualitative selection, where about 50 people were taken to the posts of chief executive officers of economic societies in the accounting period.
There are 43 candidates of science and 2 doctors of science working in economic societies.
The permanent attention has been paid to the organization of work on moral incentives for employees of economic societies. In 2007 the National Rewards of Ukraine were given to: The title of “The Hero of Ukraine” – 1 person; The orders – 6 people; The honourary titles of Ukraine – 17 people; The certificate of honour of the Cabinet of Ministers of Ukraine – 3 people; The reward of the Prime-minister of Ukraine – 4 people.
Branch-wise honours were given to: “Honoured power engineer of Ukraine” – 57 people; “Honours worker of power industry of Ukraine” – 99 people; Diploma of Ministry of Fuel and Energy of Ukraine – 222 people; The certificate of honour of the National Electricity Regulatory Commission of Ukraine – 6 people; The reward of the National Electricity Regulatory Commission of Ukraine – 1 person. According to the results of the All-Ukrainian contest “The Leader of the industry of fuel and energy - 2007” the winners and the laureates were the following:

Potential trends of personnel policy improvement are the following: - maintenance of human resources on the base of more balanced social policy, promotion of work prestige value in the industry through the system of social protection; - formation of efficient personnel reserve on executive positions from young, market-oriented professional specialists. At the same time the development of the system of improving the level of workers’ qualification is being restrained by the following factors: - low level of the responsibility of chief executive officers of economic societies for the level of professionalism and qualification of workers, unwillingness to spend means on it; - low motivation of workers for improvement of their qualification level, lack of the system of stimulation of professional career development.
