Concept of development Print version


Mission of NJSC «Energy Company of Ukraine» is to carry out the tasks of the Government of Ukraine regarding the national power sector, which include - ensuring efficient and sustainable electricity and heat supply to the consumers, upgrading and expansion of energy capacity with concurrent reduction of environmental pollution, implementation of further reforms in domestic power sector and accession of Integrated Power System (IPS) of Ukraine to the European power system.

The Company's priorities include upgrading and expansion of generating capacities in order to meet the annually growing industrial demand for heat and electricity, social responsibility and implementation of measures on integrating IPS of Ukraine into theTrans-European network ENTSO-E.

To meet the financing required for large investment projects, the Company is seeking financial support of international financial organizations, including the World Bank, European Bank for Reconstruction and Development and European Investment Bank, as well as funds of domestic and foreign financial institutions.

Company's investment policy is based on the Energy Strategy of Ukraine till 2030 and includes the following priority directions.

Generation:

1. Ensuring integration of Ukraine's IPS into the European energy grid

Integration of IPS of Ukraine to the European power system is impossible without introduction of technical standards compatible with ENTSO-E standards and implementation of appropriate modernization of power generating equipment.

First of all it is necessary to ensure that the company is implementing the Programme on the priority measures within its competence to prepare IPS of Ukraine for common energy grid of European countries.

2. Reconstruction of thermal power generation capacities

The operating time of 80% of thermal power generation equipment exceeds its design life 1.7-2.5 times. In view of the physical and functional depreciation of power equipment, the power units don't meet the requirements of operation reliability and fuel consumption efficiency and are partially subject to substantial reconstruction, the rest of power units are required to betaken out of service.

The planned measures on modernization of facilities of thermal power plants comply with the Energy Strategy of Ukraine till 2030 and provide for implementation of priority projects aimed at increasing export potential, improving reliability, as well as technical and economic performance of energy production by reducing consumption of standard fuel by thermal power companies and enhancing their environmental performance up to the European standards.

3. Reconstruction of the existing and construction of new hydropower capacities

In hydropower industry, implementation of two large projects is expected to reduce the acute shortage of regulation power and spare capacity within the country's power system, to create favourable ground for integration of IPS of Ukraine to the European power system and to increase electricity export:

- reconstruction of the second stage of hydroelectric power plants of the Dnieper cascade and Dnistrovska hydroelectric power plant in order to increase the installed capacity by 245,2 MW and to extend the operating life of the facilities by 30-40 years (the project is implemented using World Bank financing);

- completion of the first stage of Dniester pumped storage power plant with phased commissioning of two hydraulic units (GA-2, and GA-3), with total capacity of 648 MW (the project is implemented using financing of the public budget and domestic banking institutions).

The Company expects to resume work on Kanivska PSPP construction project and to put it into operation by 2019 in order to increase spare power capacities under the conditions of constantly growing energy shortage and increasing energy cost, as well as to provide Ukrainian power industry with competitive advantage at the European electricity market. The work on renovation of small hydropower plants is expected to be carried out in order to raise the potential of available hydropower capacities.

4. Environmental protection

Improving the technical state and efficiency of the existing as well as construction of new power facilities require coordination with applicable environmental legislation and Ukraine's international commitments for reduction of anthropogenic environmental impact, including under condition of increase in production, particularly through the introduction of:

- environmentally appropriate fuel consumption technologies;

- energy-saving measures and technologies;

-systems for comprehensive flue gas purification from the main pollutants (ash, sulphur dioxide, nitrogen oxides);

- measures for maximising the recycling rate of ashes and slag waste, as well as for safe storage of nonutilizable waste.

5. Other priority areas

Other Company's priority development areas include improving property relations in the domestic power sector by attracting strategic private investors in order to ensure timely and efficient modernization of power facilities.

The Company is an active participant in the processes on implementation of the «Concept of wholesale electricity market operation and development», makes preparation and promotes adaptation of energy companies in the new electricity market.

Distribution:

1. Formation and implementation of technical policy in distribution networks for power supply companies, planning for modernization of electric networks based on latest equipment inexpensive to maintain along with operational costs minimization, introduction of next generation smart grid, Emergency Shutdown system, sustainable electric networks and networks with increased electric shock  protection for general population and personnel of power supply companies;

2. Ensuring development and implementation of annual investment programs of energy supply companies;

3. Ensuring full implementation of measures planned by the «State program for preparation and carrying out in Ukraine the final part of the European Championship for national football teams (UEFA Euro 2012)», approved by decree of the Cabinet of Ministers of Ukraine on 14.04.10 No. 357;

4. Development and approval of the Program for renovation of distribution networks for power supply companies of NJSC «Energy Company of Ukraine» for the period 2012-2030, as well as facilitating its full implementation in order to reduce:

- deterioration of distribution networks from 63% to 30-35%;
- process losses of electricity from 11.7% to 6-7%;
- reliability rates (indexes) of electric networks to the average level of these rates in developed countries;

5. Identifying the routes to obtain and attract additional sources of financing for full modernization and reconstruction of electric networks facilities and implementation of the measures specified in the Development Program for 35-110 (150) kV electric networks, determining reconstruction volume for 0.4-M10 kV electric networks in 2007-2011;

6. Implementation of technical standards and improving quality of customer service to the European level;

7. Business process optimization, including organizational structures, implementation of ERP systems to manage internal and external resources
of the company;

8. Increasing the profit of affiliated companies, fulfilment of debt obligations;

9. Ensuring investment potential of power supply companies;

According to the Company Strategy, operation of NJSC «Energy Company of Ukraine» promotes:

- ensuring energy security of the country within the power industry;

- implementation of programs on social and economic development of Ukraine through efficient and sustainable supply of electricity and heat;

- upgrading and expanding energy capacities with concurrent reduction of anthropogenic impact on the environment;

- implementation of further reforms in the domestic power industry;

- integration of IPS of Ukraine to the European power system;

- avoidance of technogenic threats and humanitarian disasters.
